Building a system is not as easy as winding up a mechanical watch. This book questions why the standard models currently applied under the headings of ‘quality’, ‘governance’ and ‘control’ are creating increasingly fragile structures rather than fostering learning organisations. Although regimes such as ISO, EFQM, accreditation and similar schemes emerge with the promise of creating order, they often establish closed loops that stifle observation, narrow meaning and delegate responsibility to documents. Drawing on the tradition of cybernetics and systems theory, Building Systems examines the roots of this fallacy. It discusses the relationships between control, observation, learning and autonomy, using examples ranging from education to the economy, and from universities to public institutions. The book locates the problem not in the intentions of the actors, but in how systems are observed and modelled.
